On 31 August 2026, OpenAI announced that advertisers could buy ChatGPT ads directly through Ads Manager across India, Europe, the Middle East and North Africa. Its availability list now runs to more than 50 countries, and Australia is on it.
Australia was not part of that expansion, though. Australian businesses have been able to buy this inventory since May. The distinction is not pedantry, because it changes what the news actually means for you.
What Australian Advertisers Already Had
The Australian timeline runs well ahead of the August announcement. OpenAI confirmed in late March 2026 that it would extend its ads pilot to Australia, New Zealand and Canada, and ads went live in those markets in April. A self-serve Ads Manager beta opened in May 2026, which is the point at which an Australian business could set up an account, build campaigns and upload creative without a managed partner or an agency intermediary.
Since then the platform has added cost-per-click bidding, Conversions API and pixel-based measurement, platform targeting to point campaigns at specific ChatGPT surfaces, and one-day view-through conversion reporting. Australia has had access to all of it.
So if a newsletter told you last week that Australian businesses can now buy ChatGPT ads self-serve, the fact is correct and the timing is roughly four months late. If you have been waiting for access, you have been waiting for something you already had.
💡 Two lists, not one: eligibility follows where your business is registered, and reach follows where your customers are. Australia sits on both lists, which is the comfortable position to be in. A registered Australian entity can open an account, and Australian users on the free tiers actually see the ads. Plenty of markets have one without the other.
So What Did Change on 31 August?
Competition and pricing, which is the part worth planning around.
OpenAI disclosed alongside the announcement that ChatGPT Ads had reached a $1 billion annualised revenue run rate in under 200 days from launch. Opening self-serve access to dozens of additional markets adds advertisers to the same auction infrastructure. The early-mover advantage in a new ad platform is always temporary, and the window narrowing is the actual story for an Australian advertiser who already has access.
That argues for testing now rather than waiting for the channel to mature. It argues against treating "lower competition" as a durable feature of the channel, because it is a feature of its age.
How Often Do Ads Actually Appear?
Here the honest answer is that it depends enormously on who is measuring, and anyone quoting you a single confident number is quoting one vendor.
Across studies published between July and August 2026:
- One rollout tracker put ads in 51.0% of US replies for the week ending 3 July 2026, with Australia measured at roughly 50% on a comparable corpus.
- A study of 137,038 ChatGPT answers collected between 25 July and 4 August 2026 found 71.9% of the 36,153 US answers carried at least one ad.
- A two-week July study of commercial prompts found 76.4% of shopping-related answers contained an ad, ranging from 85.9% in finance and insurance down to 42.3% in healthcare.
- A separate analysis of 50,006 commercial prompts collected on 23 July 2026 measured ads on 25.94% of them.
The spread between 26% and 76% is not sloppiness, it is mostly definitional: which prompts, which markets, whether shopping carousels count as ads, and what the denominator is. Ad penetration has also swung violently. One tracker recorded penetration collapsing to 0.05% in mid-June 2026 before climbing back above 50% within weeks.
The takeaway is not a number. It is that the surface is real, substantial and unstable, and you should measure your own category rather than build a forecast on a market average.
Who Sees These Ads
Ads are shown only to users on ChatGPT's Free and Go plans. Plus, Pro, Business and Enterprise users do not see them, and OpenAI says ads are not served to users it predicts to be under 18.
That is a meaningful audience characteristic and it cuts both ways. You are systematically excluded from reaching the people who pay for AI tooling, which for B2B software or professional services may well be the exact buyer you want. For consumer categories, the free tier is where the volume is. Work out which side of that line your customer sits on before you commit budget, because no amount of bid optimisation fixes an audience mismatch.
The Finding That Should Change How You Plan
The same large-sample study that measured ad load found something more strategically useful: only 2.8% of ads pointed at a domain that the same answer had used as a source, and 73% of advertisers never appeared as a source anywhere in the sample.
Paid placement and earned citation inside ChatGPT are currently almost entirely separate systems. Being cited organically in an answer does not win you the sponsored slot beneath it, and buying the sponsored slot does not make you a cited source. The advertiser mix is also wide and shallow: one study counted 3,033 distinct advertisers with the leader appearing in only about 2% of ad-carrying answers, so nobody has consolidated the surface yet.
For anyone running an AI visibility programme, that means two tracks, budgeted separately. The paid track is a media buy you can switch on this week. The earned track is the generative engine optimisation work that makes you the source the model reaches for, and it compounds rather than stopping when the spend stops.
What Makes This Different to Search and Social
Targeting runs on conversation context, geography, platform and custom audiences. That is genuinely different from keyword intent or scroll-based interruption. You are reaching someone in the middle of forming a question, often before they have decided what they are looking for, which suits comparison and consideration messaging far better than closing-the-sale messaging.
Ads render as a distinct, clearly labelled block beneath the answer rather than interleaved into it. That preserves user trust, and it also means you are competing with a complete, satisfying answer sitting directly above your ad. How to Test It Properly
- Open the account under your own legal entity. The account carries the advertiser's legal entity whichever route it arrives by, so no agency can lend you eligibility. Bring in help for execution, not access.
- Install measurement first. Conversions API and pixel-based measurement exist. Use them before you spend, or you will be judging the channel on view-through data alone.
- Benchmark against search, not social. The intent profile is closer to search. Measuring conversational ads against your Meta cost per acquisition will flatter or damn them for the wrong reasons.
- Start with your own category's high-intent prompts. Track how often ads appear in the questions your customers actually ask rather than relying on published penetration averages.
- Budget it as a test, not a channel. Pricing, features and eligibility on this platform have changed repeatedly since launch and will change again.
The Bottom Line
Australian businesses can buy ChatGPT ads self-serve today, and have been able to since May 2026. The 31 August expansion did not open a door for you. It opened it for a lot of other people, which makes the case for testing now stronger rather than weaker.
The ad load is real but disputed, the audience is restricted to free-tier users, and paid placement is currently disconnected from organic citation. Plan for both tracks.
